  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        Gaps in state oral health program infrastructure exist, hindering ability to assess, track and address oral health disparities and meet state/national HP 2010 Oral Health and MCH objectives or national guidelines/policies for infrastructure, oral health status, disease prevention and access to care.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: Enhance ASTDD's and state oral health programs' role in various communication networks.
        Objective 1: Increase awareness and use of ASTDD and state OH program resources by national organizations.
        Objective 2: Work with other MCHB grantees to disseminate oral health information.
         
        Goal 2: Promote and support professional development and leadership opportunities for state oral health directors and staff.
        Objective 1: Increase knowledge and skills (perceived competence) of state oral health directors and staff through multiple offerings.
        Objective 2: Enlist at least 525 professionals to participate in and evaluate a National Oral Health Conference.
         
        Goal 3: Promote and support MCH related coalition-building, integrated systems of care and evidence-based activities.
        Objective 1: Expand and enhance ASTDD Best Practices website with at least 30 MCH related practice descriptions and 8 best practice approach reports.
        Objective 2: Facilitate and support increased collaboration among Head Start, CSHCN, Oral health and Medicaid/SCHIP programs.
         
        Goal 4: Promote and support data collection, analysis, oral health surveillance, and use of MCH oral health data.
        Objective 1: Improve ability of 70% of states to collect and report MCH oral health data.
        Objective 2: Improve analysis and use of MCH oral health data in at least 50% of states.
         
        Goal 5: Promote and support oral health program reviews and technical assistance.
        Objective 1: Improve capacity of at least 15 states to be in compliance with MCH performance measure #34.
        Objective 2: Respond to requests for comprehensive review in 5 states and focused review on MCH oral health issues in 20 states.
         
      3. Activities/Methodology undertaken to meet project goals:

        Orientation and mentoring of state dental directors; professional and leadership development through venues such as Institutes, conferences, audoconferences, Webcasts, online links to courses; program reviews and technical assistance assignments; partial support of coalition or collaboration activities, particularly for Head Start , CSHCN and school health; creation and dissemination of information and materials through the ASTDD website, listserv, newsletters and partner organizations' communication networks; data collection, analysis and summaries resulting in reports and recommendations; collection and dissemination of MCH oral health related best practices.

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.

        1. Related to Objective 21.12: Increase the proportion of children and adolescents under age 19 years at or below 200 percent of the Federal poverty level who received any preventive dental service during the past year.
        2. Related to Objective 21.14: Increase the proportion of local health departments and community-based health centers, including community, migrant, and homeless health centers, that have an oral health component.
        3. Related to Objective 21.17: (Developmental) Increase the number of Tribal, State (including the District of Columbia), and local health agencies that serve jurisdictions of 250,000 or more persons that have in place an effective public dental health program directed by a dental professional with public health training.

      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        State/territorial oral health programs--primary audience; national oral health/public health organizations--collaborating partners for information dissemination and professional development; state government divisions such as Medicaid, MCH--data collection/analysis/reports.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        Electronic and hard copy evaluations by questionnaires and feedback forms; quarterly reports and trip reports from consultants and organization liaisons; program reviews and reports by consultants; usability testing of website and tracking website use; interviews of stakeholder groups.

  6. Annotation:

    ASTDD will work with MCHB and other federal, national and state agencies and organizations to assure improved oral health of children and families through increased access to methods for preventing oral diseases and to oral health services by 1) enhancing the capacity and infrastructure of state and local programs and 2) enhancing communication networks to facilitate the transfer of science into practice and to promote best practices. ASTDD will collaborate with numerous organizations to initiate joint projects that address the core functions of oral health needs assessment, policy development and assurance.
